The City of Portland has been pushing urban density in lieu of urban sprawl. Instead of taking over the farms, forests, and wildness that we Oregonians love, our city is going to grow denser. This means more apartment buildings, more multi-family residences, and more Accessory Dwelling Units (ADUs).
For the past few years, the city has been encouraging homeowners and builders to build ADUs by waiving Service Development Fees. These fees average $17,000 per unit. What are these fees? These fees are imposed on new housing to help support the new family that will be living there. The money goes to schools, parks, roads, and other city infrastructure needed to support the additional population. This waiver has allowed the ADU industry to balloon and provided a great opportunity for homeowners.
All good things must come to an end.
One year from today, July 31st, 2018, these waivers expire. ADUs after that date will cost an additional $17,000.
So what does this mean for you? This means you have 1 year to get an ADU designed and in for permit. The ADU does not need to be built by then. Because of this, the permit office will be backlogged with ADU permits, so the sooner, the better.
